Carney wants civil servants in uniform? Seriously?

According to a report in the Ottawa Citizen by David Pugliese on 10 November, Prime Minister Mark Carney wants to draft federal civil servants into the Canadian Armed Forces reserves? Would those be the same civil servants who have a problem coming back to the office 5-days-a-week? Those civil servants?! Seriously?! Did he run this idea by their unions? I hope this idea didn’t come from expensive consultants.  I can only imagine what a painful process it would be negotiating that contract.
